U.S. Congress Bill Eyes Somaliland

Congressman Scott Perry introduced the Republic of Somaliland Independence Act to recognize Somaliland as an independent nation.

The bill shifts U.S. policy to support a stable and self-governing partner in a strategically critical region facing increasing global competition and threats.

“For decades, Somaliland showed strong governance and stability – the kind of regional partnership aligned with U.S. values,” said Congressman Perry.

Somaliland lies along vital shipping lanes near Bab el-Mandeb, operating independently from Somalia’s divided capital, Mogadishu, which remains conflict-ridden and unstable.

Perry argues Somalia’s claims over Somaliland obstruct deeper U.S. engagement with a regionally responsible and democratic government combating piracy and extremism.

“Somaliland is stable, democratic, and trustworthy. With China’s rise, we must invest in partnerships that protect our interests,” said Congressman Andy Ogles.

Congressman Pat Harrigan added, “Somaliland supports Taiwan, opposes China, and offered port access to U.S. forces. It’s time we treat them accordingly.”

“Somaliland is clearly sovereign and self-governing. U.S. policy should match this reality,” said Congressman Tom Tiffany, reinforcing the bill’s central argument.

The bill comes amid global competition with China, Iran and others, reinforcing the urgency of building trusted alliances in East Africa and beyond.
