Constitutional Reform Sparks Tension in Somalia

MOGADISHU, Somalia — Somalia’s parliamentary committees on constitutional review met with Speaker Sheikh Aden Mohamed Nur on Sunday to discuss proposed amendments to Chapters 5 through 9 of the country’s Provisional Constitution.

The proposals, which are expected to be presented soon to Members of Parliament for debate and approval, come amid criticism that President Hassan Sheikh Mohamud is pushing the changes with only three months left in his term.

The amendments follow earlier changes to the first four chapters of the Constitution, which sparked protests from opposition parties and the Jubbaland and Puntland administrations, creating ongoing political tension.

Committee leaders handed over their proposals to the leadership of both the Upper and Lower Houses and outlined a schedule for parliamentary debate. Discussions on the amendments are expected to continue, even as opposition figures have voiced concerns over the process.

Officials said the next steps will involve direct talks between Villa Somalia, Jubbaland, Puntland, and opposition leaders in an effort to resolve disputes over both the constitutional changes and the upcoming electoral process.
