UN chief in Somalia briefs UNSC on pressing challenges

MOGADISHU, Somalia — In his briefing to the UN Security Council on Thursday, James Swan, Acting UN Special Representative for Somalia, he emphasized the critical need for ongoing efforts in peacebuilding, reform, political reconciliation, and strengthening the rule of law in the country. He stated, “A special political mission mandated to support Somali-led efforts is essential to make progress amid insecurity, regional tensions, and a dire humanitarian crisis.”

Swan highlighted the urgency of reaching an agreement on a post-ATMIS force and welcomed the international consensus backing the AU Support and Stabilization Mission in Somalia, which will follow ATMIS. He urged stakeholders to “complete the necessary transition planning as soon as possible,” stressing that the international community must remain focused on this critical transition for shared security.

Addressing the potential application of UN Security Council Resolution 2719 to the new AU mission, Swan cautioned, “We must avoid premature application of the framework, which would undermine its credibility.” He advocated for close coordination to establish effective mechanisms for success, noting, “Successful application will be critical to maintaining international confidence in this tool in the long run.”

Swan also expressed concern about rising tensions between Ethiopia and Somalia, stating, “We are deeply concerned about the negative impact it is having on shared security interests.” He reiterated support for Somalia’s sovereignty and territorial integrity, endorsing Turkiye’s mediation efforts and calling for dialogue to “deescalate tensions.”

He warned that regional tensions should not distract Somalia from addressing essential state-building challenges or efforts to combat al-Shabaab. “We cannot risk the creation of dangerous security gaps,” he said, “which could worsen the humanitarian situation.”

Furthermore, Swan emphasized the importance of cooperation between the Federal Government of Somalia and the Panel of Experts, urging Somali authorities to “ensure access for the Panel so they can continue their important work.” He concluded by looking forward to engaging with Member States in discussions regarding the renewal of the Panel of Experts mandate and relevant sanctions measures.
